I began seeing this during the food crisis, so it may be related somehow. I'm wandering the grid, looking at roo petting areas full of roos with "starving" hovertests, and comfort levels often below 50%, but they are also frozen in place (no not Market mode. Just frozen,) and do not respond to clicks of any kind- in fact, the mouse pointer doesn't even generate a touch cursor.

I thought maybe that's just how they act when starved, and excess starvation was just a result of the crisis, but that can't be so because most recently, I came across a crowd of these frozen starving roos- all marked to their fellowships, surrounded by bowls of fellowshipped food, and still frozen and starving. What gives?
