Can Catherine or Levio explain the REBUILD function, what it does and why it is added to the hud please?

I am afraid now im a bit lost as to why it is there and what it does, since i have been told it wont do what i thought, which is to reset the scripts, perhaps update them if needed, and also reconnects the meeroo to both stump and server.
